Due to a recent ruling issued to us by the WA State Department of Revenue following recent changes in WA State law (ESSB 5814), we are required to begin collecting sales tax for OnlineRME and SkipthePaper submission fees starting October 1, 2025. This tax applies only when the best known business or billing address is within Washington State, and the sales tax rate will be based on that best known business or billing address.
Please note that sales tax applies only to our submission fees. If your transaction includes any government-related fees (such as permit fees, county report fees, or other regulatory charges), most government fees are not subject to sales tax.
We are required to collect and remit this sales tax to the Department of Revenue to remain in compliance with state law. This means we must begin collecting Washington State sales tax on:
SkipThePaper submission fees starting October 1, 2025
OnlineRME payments starting November 1, 2025 (this aligns with when the first billings are paid for October activity)
If you hold a valid Washington State Reseller Permit, you may qualify for a sales-tax exemption on OnlineRME fees for OSS Inspection, OSS Pump, and OSS Sample reports.
To receive this exemption, please:
Upload/enter your reseller permit information in your OnlineRME account < Company Information, and
Charge the OnlineRME reporting fee on your invoice to your customer, including applicable sales tax.
This exemption applies only when the contractor invoices the customer for the OnlineRME fee and collects sales tax accordingly.

General Policies
Activities submitted through OnlineRME or SkipThePaper may include fees payable to OnlineRME, LLC, its licensees, or the relevant jurisdiction (such as a county).
County or jurisdictional fees are never processed by OnlineRME.
These payments are handled directly through the county’s own merchant account and are completely independent of OnlineRME’s billing system.
OnlineRME and SkipThePaper do not collect, manage, or hold any county/jurisdictional payments at any time.
If a third-party billing service is used for OnlineRME-related fees, you must:
Provide valid payment information, and
Authorize charges directly with that third-party processor.
Neither OnlineRME, its licensees, nor the jurisdictional authority will manage or process payments on your behalf.

Application Fee Details
If a county or jurisdiction charges its own application fee, the OnlineRME fee applies as listed.
If the jurisdiction does not charge an application fee, the OnlineRME application fee is waived.
Example: A registration form with no jurisdictional fee will be posted at no cost.
At least one application (including the service fee) is required before work begins on free application forms.
Custom plug-ins (e.g., a food menu tool) are typically provided at no cost initially, but:
During the design phase, an expected application volume is established.
If actual applications fall short of the agreed-upon number, the jurisdiction must cover the difference.
In such cases, custom development costs may be billed.
Example: Expected 300 applications → only 260 submitted → jurisdiction pays for the 40-application shortfall.
